MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 23rd JULY 2009 IN THE CAVENDISH ROOM AT THE SOCIAL CENTRE COMMENCING 6.30pm.

Public Participation: None present.
Presentation by Mr. Yates: He stated he had two projects in hand - the problems caused by recycling waste, and difficulties experienced by OAP’s in claiming the benefits due to them. It is in the latter that he is present to seek assistance of this council in advising the elderly to come forward and be help with their claims. The Parish Council has the best chance of approaching the pensioners locally and he would like to meet with local groups to advise them. The Chair thanked Mr. Yates for coming to the meeting and we will be giving him contact names of organisations who would welcome a visit.
Armistice Day Parade: Cllr. McGregor explained that meetings had been held with the chair of British Legion and two RAF Officers who are keen to help organise the format of the Parade, and also provide a Military Band Concert in November in aid of the Heroes Charity. Unfortunately the two Officers who had intended being present tonight were on other duties and they will come to the next meeting. Meanwhile Cllr. R.Glassey has contacted a member of Creswell Brass Band and they have agreed to play for the parade, church music, and afterwards in the Social Centre at the end of the parade. The cost has yet to be confirmed.
County Council Report: C/Cllr. Stevenson advised that hints were being made by the new Financial Team at County that it may be necessary to curtail spending, but the present budget had been set by the previous Council. He had met with the County Traffic Officers and the Residents of the Model Village to consider their request for traffic control measures. The residents now understand better the problems this raises and accepted that they will be consulted over any proposed alterations. It may be the Clerk to the Council who will receive notice of any proposals from Andy Williams, the Community Officer, if there is a positive response. Cllr. R.Glassey provided Cllr. Stevenson with a copy of his Roads and Pavements defects and Cllr. Stevenson agreed to pass these on to respective authority for attention. The Chair thanked Cllr. Stevenson for his report.
Police Report: PCSO Wilde presented details of the Crime figures. Cllr. Smith asked the officer if he would give attention to Motorised vehicles using the footpath from John Street to Portland Avenue also Tennyson Avenue to Eyre Street. The criminals involved in theft of lead from the Social Centre – one received 6 months jail sentence and the other is awaiting the Court’s decision due to another crime being taken in to consideration.
With regard to Pub Watch the licence for Munro’s is being looked at, the Co-op representative didn’t attend, and there is no change in the situation for radio contact amongst members in Creswell. The Officer was thanked for his attendance and report.
Delegate reports: Cllr. R.Glassey reported on Elmton walls and gates, East Midlands in Bloom visit, Skinner Street Cemetery, Welbeck Street Play area. He provided the Clerk with a list of his findings. Referring back to the motorcycle use of the footpath from Tennyson Avenue to Eyre Street the Clerk was asked to write to Bolsover Crime and Safety Dept requesting they take action to stop this illegal practice. Cllr. McGregor reported on the Steering Committee’s work for the Creswell Foundation for Sport for All and Cultural Arts. The Foundation was progressing well with new member activities, and greater participation with the Schools. Volunteers for the Festival of Sport and Arts is sought for the Bank Holiday weekend event. The programme of events will be provided to members as soon as it is ready. Details of Grants and Funding will be included in a statement to the Council after the end of August. Cllr. Richardson reported that the old Christmas lights had been examined and the old ones disposed of. The suggested display is agreed and the Clerk is now to place the order for the Hired lighting. Cllr. Clifton asked if Elmton is included with the provision of two ground sockets for their Christmas light displays. The Clerk replied that the Council decided against this for this year as it was not included in this year’s precept. Cllr. Clifton declared his total dissatisfaction for this decision. Cllr. Smith said he had nothing to report with regard to the Allotments except they are holding their AGM on the 29th July to which he will be attending.
Approval of Minutes: Cllr. Turner proposed seconded by Cllr.Sanders that after two small amendments the Minutes of the Parish Council meeting 25th June were a true record. RESOLVED they be accepted and signed. Cllr.E. Glassey proposed seconded by Cllr. Turner the Minutes of the Management Committee 1st July are a true record. RESOLVED they be accepted and signed.
Financial matters: The list of Accounts for payment was circulated . Cllr. Turner proposed, seconded by Cllr. E.Glassey the accounts be paid and cheques signed. RESOLVED this motion is carried. Mr. Walters then circulated to members a statement of the Income and Expenditure for June and year to date for both the Council and the Social Centre. Both showed better than projections. Mr. Walters was thanked for his reports.
Planning.Cllrs. Clifton, Turner and McGregor declared interest and left the room for this item.
There were no objections to applications 09/00326/FUL, 09/00339/FUL and the notifications of other decisions noted. The three councillors then returned to the meeting.
Applications for Assistance: The Police application for financial support for their taking children on a paint balling event received favourable comment and it is agreed to offer the same as last year. The council will match fund to a level of £150 that was raised separately by the Police. The appeal by the Elmton with Creswell Village Forum is to be included on the Agenda for September’s Council meeting.
Clerk’s matters: The Clerk reported on the Scout’s situation. They are now involved in moving into the Welfare building and as soon as possible will move their possessions from the building on the Fox Green to their new abode, leaving the building to be demolished. With regard to the proposed arrangements for the Armistice Parade it is agreed the Clerk arrange for a road closure. With regard to the applications for the vacancy for a Maintenance Team member, the committee to interview will consist of the Chairperson and Cllrs. Turner, Smith and R.Glassey. A set of questions to be put to applicants will be prepared by Cllr Colbert.
Correspondence: The letter of thanks from the Infants School was read. The letter from Derbyshire Wildlife Trust was read and the Clerk instructed to reply that the Council has contracted for the maintenance of the grass this year and that will stand also the decision with regard to conservation of wild flowers thereon in consideration of public use of the registered village green will also stand. There is a gap in the fence close to Markland playing fields which needs to be closed to prevent unlawful access, and the Clerk is asked to write to Gladedale requesting they take steps to prevent unlawful entry. The quotations from Derbyshire CC for maintenance of the Cricket field and Markland Playing field is accepted. The quote for levelling Fox Green lower pitch is rejected. Membership of NAC is not to be continued. Circulars from DALC and other misc correspondence was passed round for members to nominate if they required copies.
