MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 25th JUNE 2009 IN THE CAVENDISH ROOM AT THE SOCIAL CENTRE, AT 6.30pm.

Public Participation (6.15pm).

A delegation from Model Village Residents Association made a request for the Council to support their application to Derbyshire County Council for a one-way system of traffic in the Model Village. The Police have offered their support and a visit by the County Councillor on site is to be made the following week. Two young boys were brought by their parents to apologise to the Council for causing damage on Fox Green wall. The boys apologised which was accepted by members. The parents asked the Council for some sort of punishment for the boys to make a recompense. It is agreed that the boys do some “clean up Creswell work” under supervision during their school holidays. The Clerk will make arrangements for this with the parents and boys. Members thanked the parents for their public spirit attitude.Council business then proceeded at 6.30pm.

C/Cllr. Report: Cllr. Smith on behalf of members of the Parish Council congratulated C/Cllr. Stevenson on his retention of his seat on the County Council at the recent election. Cllr.Stevenson replied that things were happening but nothing has been concluded yet at County level. Changes are being made on representation on outside bodies but the Labour representatives will be providing an effective opposition. Cllr. Stevenson hopes everyone will visit the opening of the Crags Museum and the visit of Sir David Attenborough on Saturday next. Cllr. McGregor hopes that someone from the Museum will agree to come into the village and publicise the work of the Crags Trust to increase tourism. The Chairman thanked Cllr. Stevenson for his visit and report and the valuable support and work over the past years.Delegate Reports Sport & Arts Academy- Cllr, McGregor gave his report on the latest situation with regard to :-

Football Club- embracing Under 14’s , Elmton Rd FC, Rose & Crown FC and the Schools Under 8, 9, 11’s girls and boys teams. Boxing, the wish to form a club, Markland Ground, Hard play area and Tennis involving S.106 monies. Art – provision of S.106 monies for art and music, also a Film Club. Steering Committee Meeting – Decision to hold a Festival weekend 30/31st August on the Cricket Ground. Bidding for Ground maintenance equipment, Portakabins and Store shed for machinery. Work on the grass cutting is being intensified. Cllr. Colbert asked what arrangements are being put in hand to look after the equipment which is being purchased for the clubs, and to ensure the clubs abide by the rules. Rules and conditions are fully explained to the club managers and will be monitored. The events for the Festival weekend are being considered and suggestions are welcome.

Allotments. Cllr. Sanders declared interest. Cllr. Smith said he had nothing to report except that he had been given insufficient notice for a meeting and he suggested the Clerk write to the Secretary requesting a new date with notice.

Roads and Pavements. Cllr. R.Glassey said he nothing to report.

Playing Fields. Cllr. Glassey said that no action had been taken to erect new notices, the Welbeck St play equipment needs painting, and there is glass on the area. The grass cutting at Fox Green seems OK, and he had attended a meeting of the Fox Green Preservation Society who have decided to disband and were now deciding how to disperse with the funds they hold. The Society has no money to donate to the Scouts to assist with the cost of dismantling the Scout Hut. Cllr. Colbert commented that this Council appears to be held to ransom.

Cemetery. Cllr. Glassey reported that the state of the entrance was bad, under the hedgerows was not being cut , and generally the cemetery is not as nice as it used to be. Cllr. McGregor suggested that a site meeting be held after the East Midlands in Bloom inspection to make a decision on what needs to be done. The EMIB inspection is at 2.0pm 10th July.

Pub Watch Cllr. Sanders reported that a low attendance at this week’s meeting, but the Police had attended. There is a warning to watch out for dud £20 notes.

14. Approval of Minutes, Council Meeting 28th May- Amendment to add Cllr.R.Glassey’s name to website committee . Proposed Cllr. Sanders seconded Cllr R.Turner the minutes are a true record RESOLVED this motion is approved.

15. Financial Report: Mr. Walters presented his report with details of the Income and Expenditure for the month of May 09. The list of Accounts for Payment was presented and approved and cheques signed. Payment by BACS for future months approved and signatures gathered for the mandate to set this system in motion.

16. Planning matters. Cllr.McGregor left the meeting, and Cllr. R.Turner declared interest and refrained from taking part in this matter. Application 09/00297/LAWEX D.Bowring- left to BDC’s judgement. Other Planning notifications were read to members. Cllr.Turner then returned to taking part in the following proceedings.

17. Applications for assistance. Creswell Under 14’s, Elmton Road FC, and Rose and Crown FC all applied for permission to use the Fox Green pitch and changing rooms for the season’s league fixtures. Approval was granted subject to the teams agreeing to observe the Council’s rules. Mencap applied for assistance with funding but the Council felt unable to assist.

18, Clerk’s matters. Approval was granted for the purchase of the new edition of Local Govt. Law Advice manual. Letter from Susan Whitfield re care of Skinner St Cemetery was read. The Clerk was asked to reply noting the complaint and advise on the maintenance schedule and how this compared to previous years maintenance. The Clerk advised that he had received no response to his letters to Mr. R.Cobham. Leader of Creswell Scouts. He was asked to write once more to Mr. Cobham expressing the council’s concern at this state of affairs and state that we insist on Mr. Cobham replying within the next month. The Clerk advised the meeting on the cost of dealing with the recent theft of lead. The invitation to the Civic Service held by BDC on 6th September was read. The service is in respect of Cllr. Turner being elected as Chairman of the District Council.. The Chairman thanked BDC for their invitation and congratulated Cllr. Turner on her attaining this high office and added our wishes for a successful time in office. A meeting to discuss the arrangements for the Armistice Day Parade had been held and more detail on the final arrangements will be relayed to members at the next meeting..

19. Correspondence: This was circulated to members and those wishing copies to initial, other misc. correspondence was on the table for members interest.
