MINUTES OF THE PARISH COUNCIL MEETING HELD ON
THURSDAY 26 th MARCH 2009, IN THE CAVENDISH ROOM
AT THE SOCIAL CENTRE, COMMENCING AT 6.30pm.
Present: Cllr.P. Colbert, Chairman Cllrs. E.Glassey, R.Glassey, C.Gilfillan, D.McGregor, P. Richardson, S.Smith, R. Turner. Officers, W.Elliott, Clerk, P.Walters, RFO Police. PCSO A. Wilde. Bolsover Police. No member of the Public or Press attended.
Apologies: Cllrs. J.Clifton, C.Hearnshaw, N.Sanders, C/Cllr.K.Stevenson.
County Council matters: A complaint of traffic not driving correctly at the mini roundabouts at junction of Duchess Street and Crags Road with Mansfield Rd (A616) has been received from Anita Marsden. The Clerk is to forward a copy of this letter to C/Cllr. Stevenson requesting his assistance.
District Council matters: Cllr.McGregor advised the meeting of the temporary closure of the kitchen at Elmtree Inn to deal with a matter raised by the Health and Hygiene Dept. concerning the extraction of catering fumes.
Police Report: PCSO Wilde gave details of the recent crime statistics and deposited a copy with the Clerk. Overall the total of crime remained the same. He asked if the Council would erect a notice board outside the Police Box at Colliery Road, onto which he could post notices for the public. With regard to DVD notices on our display scheme, it will take time to obtain approval for the cost to be met, but he realised the Public would welcome this. Cllr. McGregor has spoken with J.Ritchie and Sgt. Smith to try and hurry the decision The Clerk is asked to write to Sgt. Smith showing the Council’s concern at the lack of movement on this matter as months have elapsed since it was raised , and to ask for a prompt decision to be made to assist our local Police. PCSO Wilde reported on the last panel meeting in that the priority order the public wish action to be devoted is: Parking at junction of Welbeck Street and Elmton Road and need for the new enforcement officers to come and deal with the problem. Speeding on Skinner Street and Linden Road,; and nuisance on Colliery Road beyond the Industrial units. Cllr. McGregor advised that this issue has been raised with Welbeck Estates who are in favour of erecting a barrier in principle. The Clerk is asked to seek C/Cllr. Stevenson’s assistance. PCSO Wilde was asked if the rota system is now in being for him and PC. Shirley. The system is now operating and they are finding it comfortable but could do with more time to exchange dialogue with each other on changeover. The Officer was thanked for his report and attendance.
73. Delegate Reports: Roads and Pavements – Cllr. Glassey produced his usual report for the County Highways on defects to pavements and roads. Parking on Holbeck St/ East St and Portland Ave impeding passage by school buses. Skinner St Cemetery – maintenance work required on rose beds, plants, wall wash, trip hazards on kerb stones, water supply area (Cllr. Richardson added that removal of dead wreaths and flowers needs regular attention, also the soil in front of the Miner’s Memorial should be cleared). Open Spaces – Play areas dog fouling, goal posts loose, fence needs painting, mesh on the skinner street gate, Welbeck needs new signage, the climbing frame needs repair, Cllr. McGregor said in his view the public took no notice of dog fouling notices., new signs can be installed but until the fields are locked up during hours after dark and policing carried out it is difficult to see how things can be improved. Cllr Richardson suggested that we should carry out a policy of name and shame, and erect posters to deter dog fouling and encourage the public to report offenders. Cllr. McGregor and Cllr. R.Glassey should meet with the Dog Wardens to see what action can be jointly taken, and report back to council Allotments- Cllr. Smith had nothing to report. Sub Committee on Rotas- Cllr. Glassey said he has had some meetings with staff via Question and Answer . Training courses for use of equipment , First Aid , Risk Assessments, Fire Drill, Health and Safety, are essential. Better use of the Council allotments to propagate plants should be installed, Cllr. Glassey produced a list of other work which needs doing Cllr. McGregor said that this was a lot of thinking in a first notice and more detail is needed for consideration although he agreed that monitoring of current work load and practices is needed. The aim is to maximise time and skills and value for money. The maintenance Team will be brought into discussions and monitoring and reviews brought into quarterly assessments. Cllr. Glassey was thanked for his report. Sports Academy - Cllr.McGregor reported on the recent meeting of the Steering Committee and the hope that certain indoor activities can be commenced by the end of April. He had also had discussions with the Centre Manager and it is agreed to use this medium to publicise and seek increased advertisement. Planning application has been made for the pavilion on the cricket ground . The estimated cost will be £285,000, Cllr. McGregor requested the permission of the Council to have a wall built along one side of the ground , one metre high in block stone, also to landscape the rear of the pavilion. Cllr. McGregor then produced the model of the stone plinth which is to be erected on the site of the old lay-by at Markland Campus. The model will be donated to the Council in due course. Cllr. McGregor left the meeting after this item.
74. Approval of Minutes: Cllr. Turner proposed seconded by Cllr. Smith the Minutes of the Parish Council meeting held 26 th February be accepted as a true record. Cllr. Richardson proposed seconded by Cllr. E.Glassey that the Minutes of the Audit Committee held 11 th February be accepted as a true record, and Cllr. Gilfillan proposed seconded by Cllr. Smith the Minutes of the Management Committee 11 th February be accepted as a true record.. RESOLVED these motions are carried.
75. Financial Matters: Mr. Walters provided each member with a copy of the monthly and year to date accounts for the Social Centre. Despite reduced activity the trading deficit was reduced for the month. For the year to date the income is down by 20% and the deficit looks like being approx £30,000 for the year. The figures are in line with budget. Cllr. Turner proposed seconded by Cllr. Smith the accounts for payment be approved and cheques signed. RESOLVED this motion is carried. Cllr R. Turner declared interest in the next item and took no part in discussion.
76. Planning: There were no objections to application 09/00085/RETRO Mr.Tait. Notices on decisions on other applications were read, Cllr. Turner then resumed her place in the meeting.
77. Applications for assistance: Bolsover DC – Contribution towards Dog Fouling . It is agreed we purchase £100 worth of poop scoop bags. Derbyshire UWC – the council declined to donate. Creswell Bowls Club- It is agreed we buy one page advert in their year book, cost £50. Elmton Community Association- request two ground based lighting points be available for use for Christmas lights. It is agreed this be discussed by the sub committee for Christmas lights when the plans for this year are considered.
78. Clerk’s Matters: The letter from Allison Hadden on dog fouling and litter was read. The Council is sympathetic to her views and suggestions and it will follow up with discussions with the District Team on action to punish offenders also publicise warnings on liable fines and how to report offenders to the authorities for action. Use of our notice boards and website could be available. The Clerk advised that he has received offers to provide pantomimes and quoted prices. It is agreed that two performances be booked with “Dream Team” at a cost of £750 plus vat. for the school Christmas holidays.
79. Correspondence: The Clerk read the letter which has been sent recommending PCSO Wilde for the award PCSO of the Year. Members were in agreement with the recommendation. Notice of the result of the election of a member to LSP Board , and two members to the executive support Group were read. It is agreed to offer the Social Centre as a venue for the Specialist Legal Services Advice Service , part of Chesterfield Law Centre. Other misc. correspondence was tabled for members to initial if they require copies.
Training Courses- Cricket Ground Maintenance – not this one but next session.
SLCC Course on Cemetery Management- not proceeding on this course.
