MINUTES OF THE PARISH COUNCIL MEETING HELD ON

 

26TH NOVEMBER 2009 IN THE CAVENDISH ROOM AT 6.15pm.

 

Present:          Cllr. S.Smith,  Vice Chairman – in the chair for this meeting.

Public Participation:     Members of the family of Mrs.V.Haynes (deceased) were present and asked for verification that the Council’s decision on their application for the cemetery rules to be adhered to, will be discussed this evening and when can they expect to be notified on the result of the discussion. The Chairman confirmed that the Council’s discussion is to be held this evening in Exempt and the Clerk will notify a member of the family of the result by letter the next day.

 

County Cllr. Stevenson’s Report: The County Council Highways Department are working to the previous budget on road works. He confirmed that the new parking laws are to become effective 1st January 2010.  The Parking Officers will be taking into account 2 new issues- (i) parking to block drop kerb sites (ii) parking alongside other vehicles. If anyone receives a ticket and wish to contend it they should contact the County Council. Cllr. Stevenson referred to the recent issue of FIRST publication and the article on erection of blue plaques.10 per year in the county are available and he had in mind Jezediah Buxton of Elmton might be a suitable candidate.  He invited someone to write to the Council with details . Cllr. McGregor said that the History Society and Chris McKinney at BDC have done a write up on this person  and referred Cllr. Stevenson to contact Mrs. Pam Finch on this.  The Parish Council would give their full support. Cllr. McGregor said that we have erected a barrier on Colliery Road to prevent undesirable vehicle entry and perhaps the outstanding issue of vehicles parking alongside the War memorial garden , on the pavement is still causing concern.  Perhaps we could consider erecting a barrier to stop parking around the memorial garden. Cllr. R.Glassey handed a copy of his report on roads and pavements to Cllr. Stevenson

for his assistance at County Highways. The Chairman thanked Cllr. Stevenson for his attendance and report.

 

Police Report  PC. Graham was attending on behalf of the Beat Officer.  He gave details of crime figures for the preceding month. A report on the recent Neighbourhood Watch and clean up of Duke Street  was given. Burglary of dwellings in the Bolsover district have increased but not in Creswell.

PC. Shirley has secured funding for a radio system to be employed on Pubwatch in the village.CCTV cameras in Creswell are now being monitored live on Friday and Saturday nights. The Police will receive calls direct from the Monitoring staff live as it happens helping to attend the incident more quickly. Cllr. Glassey asked if the monitoring time would be for a short period or a long period, the officer said he didn’t know the answer to this . Cllr. Clifton referred to Ringmaster notification of crimes and said that he recommended as many as possible should be listed. Cllr. Sanders reported he had spoken with PC Shirley with regard to the  radio system for Pub watch and another £250 is needed. This is to be an agenda item for the Parish Council’s next meeting. The Chairman thanked the officer for his attendance and report. Cllr. Sanders registered his Interest Level 1 in Allotments report:

 

Delegate reports:   Allotments-  Cllr. McGregor reported on the meeting with Allotment Committee delegates.   The number of derelict sites were discussed and these need to be attended to as some of them had become dumping grounds. The Association needs assistance and he is trying to find if funds can be available.  The roadlanes at the Allotments need attention and this is the responsibility of the Allotment Association. It is for them to have an action plan to obtain funding to have the work done next year, also for clearing the rubbish. Somethings have improved over the last two years. It would perhaps be helpful to look at Sheffield Road and Portland Avenue Allotments to see what they do.

Roads and Pavements- Cllr. R.Glassey has provided the Clerk with a copy of his report to Cllr. Stevenson. On Open Spaces, he is disappointed at dips and

hollows still to be found on the lower pitch and the number of large stones on view. The Clerk explained that the levelling process and burying of stones operation has not yet happened. Cllr. Glassey reported that he had booked the Pay Back Team to come on Sunday 29th November to paint the surrounding fence weather permitting and asked for the keys to the changing rooms to be available with paint and gloves etc.  He reported that the holes where the slide had been removed still have not been filled in. The Clerk said he would make these arrangements. Cllr. McGregor advised on Markland Campus and when the new area is finished it will be placed in the hands of the Solicitors to have it passed into the Parish Council’s domain. There is a request for a water supply to be made available at Skinner Street Cemetery close to the entrance gates.  The Clerk was looking into this.On Elmton, Cllr. Glassey has nothing to report.

Remembrance Day Parade- Cllr. Glassey asked for a letter of thanks to be sent to Mr.Ellis for his kind loan of tannoy equipment.

Foundation for Sport for All – Cllr. McGregor said that the Society for Preservation of Fox Green should put their surplus funds at the disposal of the Parish

Council. At Markland Campus the MUGA will provide for two tennis courts, a 5-a-side  court, Netball/BasketBall court.  At The Old Colliery Cricket Ground on the land adjoining a further MUGA would greatly help the Junior School with similar provision for courts as at Markland.vA meeting of representatives of the Steering group have met with John Barker who deals in School funding for sport and he has offered his full support.  Mr. Barker was amazed at the progress Creswell has made in the Foundation.  The lease for the Cricket Ground is being signed this evening and this is good news.

 

50.    Approval of Minutes.

Parish Council meeting 22nd October –Cllr. Colbert proposed,  seconded by Cllr. Turner the Minutes be approved. Cllr. Sanders asked that his name be recorded that he had declared Interest Level 1 on Allotments . following this amendment the minutes were approved as a true record.

Management Committee Meeting 11th November. Cllr. E.Glassey proposed seconded by Cllr. Turner the Minutes be approved,  it is resolved they are a true record.

 

51.   Financial matters:  Mr. Walters supplied each member with a Statement of Income and Expenditure for October and the year to date.  Cllr. Sanders queried if the Allotments Association have paid the water bill, and Cllr. Colbert asked whether there are likely to be any skeletons in the accounts to reveal themselves at the year end.  Mr. Walters replied there are none to his knowledge.  Cllr. McGregor proposed seconded by Cllr. Turner and it is resolved they are accepted. The list of accounts for payment were circulated.  Cllr. Turner declared her Interest Level 2 in the item M.Cartawick, Cllrs Smith and R.Glassey undertook to pass the donation to the school.  Cllr. McGregor proposed seconded by Cllr. E.Glassey the accounts be paid and cheques were signed.The quotation for attention to Markland Rugby pitch was considered  and Cllr. McGregor proposed seconded by Cllr. Clifton the quotation be accepted and it is resolved the work be put in hand.

 

52.    Planning.   Cllrs. McGregor, R.Turner and Clifton declared Interest and left the room for this item.

53.    Clerk’s Matters.  Date time and place of the meeting with BDC Monitoring Officer and Solicitor on Code of Conduct Training was announced to members with notice requesting their attendance.Application to Awards for All  for funding to help with cost of launch of Arts Festival has not been successful but we are advised this approach can be made to Arts Council. The railway bridge on Elmton Road is the property of Network Rail and we have been

denied approval to hang Christmas lights thereon. The letter of thanks from the Village Company for allowing free use of the centre was read. The letter from Village Community Association thanking the Council for reducing the rent of the centre for their event was read. The letter from the History Society thanking the Council for free use of the centre for their event  was read.

 

54.     Proposed Film Club.   The Clerk advised on the cost of showing films and details Licensing law via MPLC. It is agreed to ask the Management Committee to go ahead and arrange a first showing.

 

55.    Offer of Free Tree whips from BDC    Cllrs.Smith and R.Glassey took our application in hand.

 

56.    Signing of draft Sub Lease with BDC/Welbeck Estates for Colliery Ground.

Cllr. McGregor moved formally seconded by Cllr. R.Turner, and Resolved the draft lease be signed by the Chairman .

 

57.   Correspondence.   The Clerk said that sundry items of correspondence were put on display for members perusal.
